Location description¹:
Emstek is the only municipality in the Oldenburg Münsterland region that is linked to two motorways (A 1 and A 29) with three entry and exit points. Several federal highways, the B 69, B 72 and B 213, lead to these motorways. The municipality of Emstek has designated industrial and commercial estates at the intersections of the major transport arteries, which have been excellently developed in terms of infrastructure over the past few years. Apart from the very good transport situation, the municipality has provided a further major precondition for the settlement of commerce and industry by making inexpensive sites available. A further advantage for commercial and industrial companies, whether they are newly locating or relocating existing local businesses, lies in the low tax assessment: the local rates (property tax) A and B are assessed with 300 percent in each case and the business tax is assessed with 340 percent of the tax basis.
The most important local industries in Emstek are plastics processing, energy generation, metal construction, environmental technology, the skilled building trades, food and foodstuff production, market gardening, limestone production and the automotive industry.
Over the next few years, the municipality of Emstek will be expanding the existing commercial estates in line with the possibilities provided by the zoning (land use) plan in a targeted manner and will thus be creating further interesting settlement options for businesses. Future-oriented development extensions have been carried out in 2008 in the Emstek-West commercial estate. In the Halener Straße area - from Emstek in the direction of Halen - the first business settlements and resettlements of resident firms represent a further interesting development start, upon which the local authorities to build further. The planning of a northern bypass road in future offers further potential for optimisation for the location of Emstek.
In order to satisfy future needs over and beyond the municipality as well, the ecopark (http://www.ecopark.de) is being realised as an inter-municipal industrial and commercial estate in Drantum (300 hectares of settlement area that can be built upon) in the direct vicinity of the motorways A 1 and A 29. A new path is being taken here. It is a path that is not only being taken by the municipality of Emstek, but also together by the surrounding local authorities of Cappeln and Cloppenburg and the District of Cloppenburg. In 2009 and 2010 further areas will a volume of 4.2 million euros will be developed.
Altogether, 50 hectares are then available for immediate building in the ecopark. A further 30 hectares are designated in the legally binding development plan. The commercial sites are fully developed and will be individually tailored to company needs in terms of size, situation and layout. Large-scale projects with a site requirement of up to 50 hectares in total can be realised in the ecopark. The ecopark is one of the first locations in the region to offer an optimal IT link with speeds up to 40 MBps via glass fibre or DSL 16,000. The ecopark is also distinguished by an attractive landscape design and a high-grade infrastructure. Service competence and a rapid approval procedure are a matter of course, which serve to provide added value for companies in the ecopark in addition to the favourable conditions.
Inexpensive prices for building land, good school and medical facilities, diverse sports and leisure facilities, a lively club, society and cultural life, high housing quality and a good opportunities for employment and training make the municipality an attractive place to live for new citizens. The new appealing facilities for all-day schooling at the secondary and secondary modern school in Emstek, the establishment of a first day nursery group in the St. Maria Goretti nursery school and the new family service office as a port of call for all issues revolving around family issues demonstrate the constant endeavours made by the community as regards the core needs of its society. In 2009, another special project is on the agenda with the construction of a further three-field sports hall. Great store is laid on the promotion and funding of school sport and mass-participation sports in Emstek.
