| Comment on the transport infrastructure: | VERKEHR Für die Stadt Papenburg wird zurzeit ein Verkehrsentwicklungsplan erstellt. STRAßENVERKEHR Papenburg kann über die Bundesautobahn A 31, Anschlussstellen Papenburg und Rhede, sowie die Bundesstraße B 70 (beide in Nord-Süd-Richtung verlaufend) erreicht werden. Die in Ost-West-Richtung verlaufende Bundesstraße 401 verläuft etwa 10 Kilometer südlich von Papenburg. SCHIENENVERKEHR Der Bahnhof Papenburg liegt an der 1855 eröffneten Eisenbahnlinie Münster–Emden (Emslandstrecke). In Papenburg halten die zweistündlich verkehrenden Intercitys der Linie Koblenz–Norddeich Mole. Stündlich verkehrt der Emsland-Express RE 15 von Münster Hauptbahnhof nach Emden Hauptbahnhof, der seit Dezember 2015 von der Westfalenbahn betrieben wird. BUSVERKEHR Der öffentliche Nahverkehr in Papenburg setzt sich aus sieben Stadtlinien und verschiedenen Regionallinien zusammen. Betreiber sind private Busunternehmen. Die Stadtbuslinien verbinden die Bereiche Obenende, Kapitänsviertel und Aschendorf mit dem Untenende und dem Bahnhof Papenburg und werden tagsüber von ca. 9 bis 18 Uhr mindestens zweistündlich bedient. Werktags außerhalb dieser Zeiten und am Wochenende findet kein Verkehr statt. Samstags wird durch die Regionalbuslinien ein Grundnetz aufrechterhalten, indem diese Linien Teilstrecken der Stadtbuslinie mit bedienen. Die Regionalbuslinien verkehren werktags zweistündlich. Samstags gibt es bis zu drei Abfahrten je Richtung. Sonn- und feiertags findet kein Verkehr statt. RADVERKEHR In Papenburg wird, wie auch in der gesamten Region, viel Fahrrad gefahren. Im Rahmen des Verkehrsentwicklungsplanes ist ein Radverkehrskonzept der Stadt Papenburg zurzeit in Bearbeitung. Folgende Radfernwege führen durch das Stadtgebiet von Papenburg: Der Emsradweg Dortmund-Ems-Kanal-Route Die Emsland-Route Die Deutsche Fehnroute 4 weitere Tagesradtouren verlaufen in Papenburg : Route 1 (Papenburg-Aschendorf-Papenburg) Route 2 (Asachendorf-Herbrum) Route 3 (Rund um Papenburg) Route 4 (Ganz Papenburg) SCHIFFSVERKEHR Papenburg besitzt durch die Lage an der Ems den südlichsten Seehafen Deutschlands, sowie zwei Yachthäfen. Papenburg verfügt über einen Dockhafen für See- (Küstenmotorschiffe) und Binnenschiffe, der durch eine Seeschleuse von der Unterems geschützt ist. Hier werden vor allem Massengüter wie Kies, Torf und Holz, aber auch Stahl- und Maschinenteile umgeschlagen. FLUGVERKEHR In Leers nördlichem Stadtteil Nüttermoor liegt der Flugplatz Leer-Papenburg. Der Flugplatz ist für Helikopter, Motorsegler, Ultraleicht- und Segelflugzeuge bis 5.700 Kilogramm und andere Flugzeuge bis 10.000 Kilogramm zugelassen. Im Taxiflugverkehr besitzt der Flugplatz eine große Bedeutung. Von ihm aus werden alle ostfriesischen Inseln in rund 15 bis 30 Minuten erreicht. |

Papenburg ist ein Standort der Hochtechnologie und verfügt über ein attraktives und verkehrsgünstig gelegenes Flächenpotential für die Ansiedlung von Unternehmen aus Industrie, Handwerk und Handel. Als südlichster Seehafen an der deutschen Küste, und zusätzlich über die Bundeswasserstraße Ems an das deutsche und europäische Binnenwasserstraßennetz angebunden, hat sich Papenburg zu einem wichtigen Standort für den Warenumschlag entwickelt.
